A ground-breaking Framework for Integrated Data-Driven IntelligEnce in Fisheries Monitoring, ControL and Surveillance

FIDEL, a pilot-driven multi-disciplinary project, aims to provide a holistic framework based on ground-breaking technologies that will equip fisheries with incentivised automation mechanisms for reporting, while assisting Authorities in their fight against IUU fisheries. In this direction, FIDEL is built upon two (2) complementary pillars:

1) Technology where i) Advanced mechanisms for 360 data collection from the vessel, fishing gear, eLogbook, onshore and satellite, combined with incentive schemes for uptake by fishers; ii) Robust, privacy-preserving, ethical and trustworthy AI-based systems and rapid portable DNA-based systems enabling automatic and accurate species recognition including target and bycatch species, as well as sensitive species; iii) Secure and tamper-resistance Distributed Ledger Technologies (DLT) will enable the data sharing among fisheries management authorities and institutions; iv) Multi-source data fusion in parallel with anomaly detection and pattern recognition will facilitate the detection of IUU practices in real-time; v) Seamless integration into three commercially available reporting solutions, ensuring interoperability, scalability, and accelerated market uptake of the FIDEL framework, and

2) Policy Recommendations towards sustainable management of marine biological resources, as well as increasing the ability of the EU Member States to fully implement the LO while facilitating the effective tackle of biodiversity loss, and sustainable food challenges.
